It just seems counterintuitive to me. "It's an Adult game, but don't post Adult content" doesn't make a lot of sense in my mind.
And, again, that is the GM's choice, just like everything else about the game.
None of it has to make sense to your mind (unless you are the GM).
If he opens it as Adult by mistake, he can always remove any Adult content later, and change it to Mature.
If, however, he wants to deliberately use the Adult rating simply to restrict access to that game to people over 18, we are NOT going to tell him that he can't run an Adult game without adult content (any more than we would tell him he can't run a Fantasy game unless it's D&D).

I'm almost 100% positive that the rating applies to every little bit of communication that takes place in the game, including players' OOC PM conversations with each other. Some people have no filter, or very poor filters, when it comes to the things they like to talk about...so sometimes, even if it's not part of the -game- it's part of "the game" in terms of abiding by the rules of RPoL.
