A few similar trappings does not steampunk make.
On a serious note, I feel that the contrasts caused by the industrial revolution vs agrarian society and the conflict of class are salient characteristics of both the real world historical Victorian era and the steampunk genre. That's where the "punk" lies; in the struggle.
Every era has its struggle. Dieselpunk, for example, is the contrast of world ideologies; fascism vs communism, workers' rights vs capitalistic ogliarchy in the midst of the cold war/ww2.
Cyberpunk's conflicts were media driven corporate domination vs the free will of the masses, with the pressures of population growth and dwindling resources.
'punk is about struggle. Drama is about conflict.
