Laws and Decrees

As players make decrees and laws, they will be amended or added here for reference.



1. Goblins have been forbidden to go to the Mithril Fortress, Ruined Keep, Pleasure Gardens, and to ransack and loot the old ruins. They may not freely roam the grand palace and it requires an invitation for them to visit.

2. Summoning Demons has been forbidden - there was a cult of Goblins who practiced Demon worship when the Goblin clans first arrived. The dragons cared not and did not forbid the practice. The goblins attempted to summon a massive demon in order to overthrow the Dragons. They were eaten (slowly) in front of other Goblins as a warning and ever since it has been an unspoken rule that Goblins can practice magic, but not summoning Demons.

3. Goblins can freely travel from clan villages even if they do not live. As long as the goblins perform their work, the Dragonkin have turned a blind eye to the affairs of Goblins - and at times they have settled rivalries or worked independently to trade between clans.

4. Goblins and Dragonkind must address the Dragons with respect - even younglings. It is not uncommon for Dragons to be addressed as "Oh Wise One" or "My Exalted," or even something as grandiose as Your Titanic, Blazing Majesty. "Milord" or "Milady" would be a human greeting.


5. The Goblins speak a form of corrupted "Dark Tongue" that can be understood by the Dragons, however when speaking to a Dragon - it is preferred that they use the ancient High Tongue of the Titans. The Clan Leaders and all of the Dragonkin were taught to speak this language.


6. Stealing from Dragons is forbidden - There is a gold mine in the Lower Caverns, and the gold is brought to the Dragon Forge and carefully accounted for - before going into the Dragon Hoard. Despite this, the Goblins have managed to get their grubby hands on a few gold pieces over the years- it is generally overlooked.

7. Vistors to the Undermountain are forbidden without express permission and no one has been granted permission in centuries. Typically, when an interloper is found skulking around, they are killed on sight or captured and brought to the towers. The Dragons seem to prefer captured prisoners so that they can question them before executing or eating them - to discover how they found the dungeon and what reason they had for coming there.

8. Slavery is permitted - the Goblins have enslaved some of their own kind (for various reasons) and a few kobolds over the years - these slaves are typically made to do the most menial and grueling work.


9. Spiders are only eaten by Dragons - although at times, Goblins have been known to fry up a few smaller spiders, it is generally an offense punishable by a public beating by the Dragonkins. The Dragons themselves are never told about petty crimes such as this.

10. A Chronicler from the Dark Moon clan keeps a journal of the relative state of the Dragon Forge and has for over a century. This record is often mundane lists of chores completed, inventories, but sometimes marks the arrival of prisoners, or the passing of important goblins or Dragonkins. The reason for this journal has been lost to antiquity, but no one dares ask the Dragons why this is done, or if they want the Chronicler to continue.
