Opening Closed Threads

As a GM, what makes a thread closed? And how do you open it? I made an initial thread in a game a notice and that closed it, I made another thread a notice but that was not closed.

If you're a GM you have absolute control over whether a thread can be replied to through the "Edit Thread" function. You can keep the Notice but uncheck the closed thread thing with little to no issue.

Neither.  When you look at the thread, as a GM, Edit Thread appears a link at the right hand side of the header bar, along with the Delete Thread and D/L options.
